Why the Solar Installation Process Takes Two to Four Months

Most of the time in the solar installation process is not spent on the roof. Physical panel installation takes one to three days. The two-to-four-month timeline comes from three external processes: LGU permit processing (two to four weeks), Meralco’s Distribution Impact Study (four to eight weeks), and the bi-directional meter installation schedule. None of these timelines are within the installer’s control. What SolarPro Install controls is how quickly every document is prepared, submitted, and followed up.

Understanding each stage helps you plan your installation and set accurate expectations. The solar installation timeline in the Philippines breaks down the realistic duration of each stage — including typical LGU permit processing times, the Meralco DIS queue, and what causes actual projects to extend beyond the two-to-four-month baseline.

The 10-Stage Solar Panel Installation Process

Every SolarPro Install project follows this sequence. No stage is skipped. No permit is left to the customer to process.

1
Free Site Assessment
A PRC-licensed SolarPro Install engineer visits your property to evaluate roof area, roof structure, shading from trees or adjacent buildings, and roof orientation. We review 12 months of your Meralco billing data to calculate your average monthly consumption in kWh. This assessment determines the correct system size, panel layout, and inverter type for your property. There is no cost and no obligation.
2
System Design and Sizing
Our engineers design a solar PV system matched to your consumption profile and available roof area. The design specifies panel count, panel wattage, inverter capacity in kW, mounting configuration, and projected monthly energy generation in kWh. We also check your distribution transformer’s hosting capacity against Meralco’s published limits to confirm your system size is within the allowable threshold for your area.
3
Proposal and Quotation
You receive a written proposal with the complete system specification, all-in cost in ₱, estimated monthly savings, projected payback period, and a timeline for each stage. The proposal covers panels, inverter, mounting hardware, all wiring, labor, permits, and net metering assistance. No hidden charges are added after signing.
4
Contract Signing and Down Payment
We formalize the project with a contract covering scope of work, payment schedule, warranty terms, and timeline commitments. A deposit of 30 to 50 percent secures your installation date. The balance is due upon completion and commissioning.
5
Permit Application
SolarPro Install prepares and files the Building Permit and Electrical Permit with your LGU on your behalf. These permits require a complete set of electrical plans signed by a PRC-licensed Professional Electrical Engineer. The complete guide to solar panel installation permits in the Philippines covers the specific documents required for each permit type, the CFEI process, and how requirements vary between LGUs in Metro Manila, Cavite, Laguna, and Bulacan. Permit processing time typically takes two to four weeks per municipality.
6
Solar Panel Installation
Once permits are approved, our installation crew arrives on-site. Panels are mounted on typhoon-rated racking engineered to meet Philippine wind load standards. The inverter is installed, and all DC wiring from panels to inverter and AC wiring from inverter to your distribution board are completed per the Philippine Electrical Code. A residential installation typically takes one to two days. A larger system may take two to three days. Your home operates normally throughout installation.
7
LGU Inspection and CFEI
Your LGU inspects the completed installation and issues the Certification of Final Electrical Inspection (CFEI). This certificate confirms the installation meets electrical code requirements and is a mandatory document for the Meralco net metering application. SolarPro Install coordinates the inspection schedule and accompanies the inspector.
8
Meralco Net Metering Application Submission
With the CFEI in hand, SolarPro Install prepares and submits the complete net metering application to Meralco. Required documents include the Application Form, CFEI, Amended Net-Metering Agreement (NMA), and COC Application Fee payment. The COC fee is paid via ERC-LBP Link.BizPortal, Manager’s check, or cash at a Meralco Business Center. Electronic signatures are accepted on the NMA. Notarization is not required.
9
Distribution Impact Study
Meralco conducts a Distribution Impact Study (DIS) to evaluate the effect of your solar system on the local distribution network. If the DIS shows that distribution facility upgrades are needed, Meralco proceeds to a Distribution Asset Study (DAS), which may involve additional fees. For standard residential systems in Metro Manila, Cavite, Laguna, and Bulacan, most applications pass the DIS without facility upgrade requirements. Once the DIS is complete and approved, Meralco schedules a facility inspection.
10
Bi-Directional Meter Installation and Energization
Meralco replaces your standard meter with a bi-directional meter that measures both electricity consumed from the grid and electricity exported to it. The DIMC fee for the meter difference shall not exceed ₱3,000 for residential customers per ERC Advisory dated September 22, 2025. Once the bi-directional meter is installed and tested, your system is energized and net metering credits begin appearing on your next Meralco bill.
After Step 10, Your Solar System Generates Free Electricity for 25 Years.

12 months of Meralco bills (for kWh consumption data). Copy of Transfer Certificate of Title or tax declaration (for roof ownership confirmation). Property access for the engineer.
For LGU Permits
Lot Plan or Vicinity Map. Transfer Certificate of Title or tax declaration. Authorization letter if the permit applicant is not the registered owner. SolarPro Install prepares the electrical plans and all technical documents required by your LGU.
For Net Metering Application

Frequently Asked Questions About the Solar Installation Process

How long does the full solar installation process take in the Philippines?
The physical installation on your roof takes one to three days. The full process from site assessment to Meralco net metering activation typically takes two to four months. Most of this time is spent waiting for LGU permit processing (two to four weeks) and Meralco’s Distribution Impact Study (four to eight weeks).
Do I need to file the permits myself?
No. SolarPro Install prepares and files the Building Permit and Electrical Permit with your LGU on your behalf. We handle all electrical plan preparation, LGU coordination, and CFEI inspection scheduling. You only need to provide access and sign an authorization letter.
What is a Distribution Impact Study and do I need to worry about it?
The Distribution Impact Study (DIS) is Meralco’s internal assessment of how your solar system will affect the local distribution network. For standard residential systems (3 kWp to 10 kWp) in Metro Manila, Cavite, Laguna, and Bulacan, most applications pass the DIS without issues. SolarPro Install checks transformer hosting capacity during site assessment to flag potential issues before they arise.
When does my solar system start generating savings?
Your system generates electricity from the moment it is commissioned after installation. However, net metering credits on your Meralco bill do not begin until Meralco installs the bi-directional meter in Stage 10. Between installation and net metering activation, you still benefit from direct solar consumption reducing your daytime grid draw.
What is the DIMC fee and how much is it?
The DIMC (Difference in Meter Cost) fee covers the cost difference between your current Meralco meter and the new bi-directional meter required for net metering. Per ERC Advisory dated September 22, 2025, the DIMC fee shall not exceed ₱3,000 for residential customers. This fee is paid directly to Meralco before energization.
Can I start using my solar panels before net metering is approved?
Yes, with a clarification. Your system can be commissioned and operated after installation and CFEI. However, you are not allowed to export surplus electricity to the Meralco grid until the bi-directional meter is installed and net metering is formally activated. Before that point, the inverter is typically configured to avoid grid export.
